In a strong form efficient market all information, both public and private, is reflected in the price of the stock. In Fama’s original research, he examined strong form market efficiency by looking at the performance of mutual funds. He hypothesized that mutual fund managers should have access to insiders who would provide them with inside, nonpublic information. Many studies have been conducted attempting to show whether these managers are able to earn superior returns. To date, there is no convincing evidence that fund managers are able to outperform a random selection of stocks over the long run. A well-respected researcher named Michael Jensen looked at mutual fund performance. Jensen evaluated the risk and return of mutual funds and plotted them on the security market line. He
found that more of them were below the line than above. This indicates that investing in a mutual fund results in about a 1% lower return than would be earned with a random pick of stocks. Later in this same research paper Jensen demonstrated that the negative returns are approximately equal to the cost of staff salaries, office space, advertising, data acquisition, and commissions that mutual fund managers must pay. Thus, the source of the underperformance is the expenditure of funds associated with the management of the funds.

White (2007) presented a novel way to test levels of understanding. He proposed writing two test questions on a topic, allowing students to choose only one of those to answer. The first is written for the knowledge and comprehension levels (e.g., key verbs: list, describe), and the second is written for the higher critical thinking levels of application, analysis, and synthesis. Points possible would be indicated for each, so that students would recognize that only those answering the second could be awarded maximum points toward an A+ grade. The option to choose enables the less able student to better demonstrate what he does know and perhaps earn a B grade, rather than risk failure because of an inability to demonstrate critical thinking. For either question, students could fail.

Analysis: At this level, application is taken a step further. Students must be able to take a situation apart, diagnose its pieces, and decide for themselves what tools (e.g., graph, calculation, formula, etc.) to apply to solve the problem at hand. Rather than just understanding and applying individual concepts, students understand the relationship among concepts. Case studies in business, for example, fit this level. The level of difficulty can be controlled for novices to experts by the number of issues presented in the cases requiring analysis. Likewise, this process to control difficulty can be used for any mathematics problem-solving scenario based on level of expertise of learners. For example, at elementary levels, students are introduced to analysis when a few extraneous facts are included in a problem, which are not needed to solve it. At an analysis level, students are able to appreciate that some problems do not have a unique solution and there is more than one way to defend a position or solution method, as in a case study.

Increasing the efficiency is upsettingly and depressingly, near-impossible.

Fama next examined whether any public information could be used to earn superior returns. If no unusual profits could be earned using public information, the markets would be semi-strong form efficient. Fama reviewed studies looking at the impact of earnings announcements, stock splits, and other events for evidence that stock prices quickly adjusted to their news content. He concluded that investors could not earn usual returns by trading on public information. This supported the idea that the markets are at least semi-strong form efficient.

The concept of market efficiency is a major and broadly accepted hypothesis that mainly developed since the formulation of the market efficiency hypothesis by Eugene Fama, in 1970.
